Responsibilities During the Current (Establishment) Phase

• Project Strategy & Governance: Lead and follow up on the project establishment plan in coordination with the Board of Directors of Capital Al-Sharq.

• Legal & Corporate Structuring: Direct the legal, structural, and foundational operations required prior to commercial launch.

• Regulatory Compliance: Oversee the procurement of all necessary licenses, permits, legal registrations, and regulatory clearances.

• Stakeholder Management: Coordinate with government entities, legal advisors, technical consultants, and key stakeholders.

• Organizational Development: Contribute to building the project’s organizational structure, defining job descriptions, and identifying administrative and technical staffing needs.

• Governance & Decision-Making: Draft and implement governance frameworks, authority matrices, decision-making pathways, and reporting standards.

• Feasibility & Studies: Review and track technical, financial, and operational studies for the project.

• Contract Administration: Manage and follow up on contracts, Memorandums of Understanding (MOUs), procurement agreements, consulting contracts, and construction agreements.

• Procurement & Technical Coordination: Coordinate directly with equipment suppliers, production line vendors, technical consultants, and contractors.

• Project Scheduling: Develop and monitor the master project schedule, key milestones, and implementation phases.

• Financial & Risk Control: Monitor budget execution, track cost variances, and implement risk management strategies.

• Executive Reporting: Submit regular progress reports to the Board of Directors highlighting status, risk exposure, and required strategic decisions.

• Transition Planning: Prepare the project for a seamless handover from the establishment phase to construction, installation, and final commissioning.

Responsibilities During the Execution Phase

• Project Execution: Lead project implementation in full alignment with the approved scope, budget, and timeline.

• EPC Management: Manage and oversee Engineering, Procurement, Construction, and Installation (EPCI) activities.

• Infrastructure & Civil Works: Oversee civil works, infrastructure development, and industrial utilities installation.

• Quarry & Crusher Operations: Direct the setup, civil construction, and development of the quarry and crushing plant.

• Production Line Installation: Supervise the delivery, installation, and integration of the clinker production line, cement grinding unit, and auxiliary equipment.

• Vendor & Contractor Relations: Serve as the primary leader managing contractor, supplier, and consultant performance.

• Schedule & Critical Path Management: Monitor overall progress, track critical path activities, and manage Percentage of Completion (POC).

• Risk & Change Management: Manage operational risks, variation orders (VOs), and contractual claims.

• QHSE Oversight: Enforce strict compliance with Quality, Health, Safety, and Environmental (QHSE) standards.

• Commissioning & Start-Up: Direct site acceptance testing, cold/hot commissioning, and plant start-up operations.

• Handover & Operational Transition: Organize the formal handover process for a smooth transition into commercial operation.

Post-Operation Career Progression

Upon reaching the commercial operation phase, the Project Director's operational performance, leadership, and technical expertise will be evaluated. Subject to board approval and organizational requirements, the candidate may transition into the role of Chief Executive Officer (CEO) or General Manager / Managing Director of the manufacturing plant.
